Backtagging: I personally don't have a problem with it, though I may have to be nudged from time to time. Don't be afraid to do this! I actually appreciate it.
Threadhopping: Ask me first, though usually I'll allow it; it's pretty rare that I won't, actually. Just be courteous and it's all good!
Fourthwalling: I personally have no problem with it in action brackets and the like, and I tend to engage in a lot of that myself (if you have an issue with this, please feel free to tell me); ICly, I would really prefer that Tokiomi not be slammed out of nowhere with what happens in the last volume of F/Z - if that bombshell is going to be dropped, please notify me in advance. I'm willing to work with you, but I don't want to be hit out of the blue with it.
Offensive subjects: Nothing that comes immediately to mind! I'll tell you if I have an issue with anything happening within a thread; I'd definitely appreciate it if you would do the same!

Hugging this character: Tokiomi isn't a very physically affectionate person, and he doesn't touch people if he can avoid it - it's to the extent where he didn't even pet his own daughter's hair until about thirty seconds before his current canon point. He's physically distant to the point where it's abnormal; as such, he's not going to initiate any hugging, nor is he really going to reciprocate it very well - there's likely just going to be a lot of hesitation and UH... and it will be awkward all around, so. If you're cool with that, then so am I; just know that you're not going to get much, and if there hasn't been a lot of IC development he'll likely pull away before a decent hug can even be initiated properly.
Kissing this character: If it happens, it's going to be incredibly one-sided on the part of your character, regardless of IC development. Tokiomi is married to a woman he loves and has no intention of being unfaithful towards; the fact that they mutually value loyalty as a highly desirable trait in a partner, before open affection, really says a lot. Any sort of close affection like that will likely agitate him, and it isn't going to be something that he forgives easily.
Flirting with this character: He's likely not going to take it too well, regardless of what direction it's coming from, but it's more something that he'll try to dismiss rather than anything he'd actually get genuinely bothered by. He understands that it's supposed to be flattering, but again, very devotedly married, so if it's a compliment then he'll accept it, but he isn't going to be returning any of the flirting.
Fighting with this character: Yes, good. While he's more prone to defending than initiating attacks, Tokiomi also loves challenges and won't back down if he's offered one. He's also going to figure out pretty quickly that winning battles = status here, and he's going to want to get at least a reasonable amount of status and recognition in Johto...and besides, the Holy Grail War is pretty much Pokémon with legendary heroes, so.
Injuring this character: Ask me first, but in general, go right ahead! I'm not particularly squeamish about injuries, so as long as you ask first (or at least give me proper warning) and the injury would realistically happen, you'll generally be allowed to have at him.
Killing this character: No death in Johto, so it's pretty much a moot point - but if he would be mortally wounded by something, I'll allow it as long as it's logical and I'm asked/warned well in advance. Again, just be courteous!
Using telepathy/mind reading abilities on this character: Also a moot point in Johto, but for the sake of fourth wall events and the like - you're welcome to do this to an extent. Obviously godmoding isn't okay; at the same time, anything that's obvious in canon is fair game, as is anything in action brackets. If an assumption could be made that isn't explicitly stated but might be a logical progression, check with me first before going on ahead with it - basically, if you aren't sure, err on the side of asking me!
